The Tigress Oval Head Closed Base Rod Holder, 30-Degree uses a heavy duty closed end base rather than an open tube, with a drain hole tapped to accept a 1/4 inch NPT pipe to hose fitting.

That closed base is the difference worth paying for. Water that gets into the tube goes out through a hose you route where you want it, instead of draining into the locker or the bilge below the gunwale.
